Executive Summary

Fluor-BWXT Portsmouth LLC is the U.S. Department of Energy’s (DOE) contractor for the decontamination and decommissioning of the Portsmouth Gaseous Diffusion Plant in Piketon, Ohio. Fluor Corporation (NYSE: FLR) and BWX Technologies, Inc. (BWXT) (NYSE: BWXT), two world-class companies with significant Ohio experience, formed Fluor-BWXT to address the decontamination and decommissioning (D&D) needs at DOE’s Portsmouth Site. CH2M, another global leader in industrial and environmental projects, provides support. Fluor-BWXT Portsmouth employs 1,900 workers who bring unparalleled experience, insights, and lessons learned from across the DOE complex.

Our team of quality individuals is dedicated to the restoration of the Portsmouth site.  We work cooperatively with DOE, employees, labor groups, subcontractors, regulators, the Site Specific Advisory Board, community leaders, stakeholders and the public to ensure that the project is completed  safely, on time and within budget.

Safety and regulatory compliance are of the utmost importance to Fluor-BWXT Portsmouth. We have implemented a rigorous set of processes, procedures and workplace guidelines to protect our employees, our neighbors and the environment. There is a seamless integration between project teams and the safety and compliance programs to ensure work is planned and executed safely, compliantly and efficiently.

Fluor-BWXT Portsmouth recognizes the economic challenges facing southern Ohio. We are committed to helping revitalize the area by being an active corporate leader in the communities surrounding the site. Through community partnerships, we will link today’s decommissioning project with tomorrow’s future use of the Portsmouth site to ensure the region’s economy is stronger than it was upon our arrival.

Fluor-BWXT Portsmouth has partnered with economic development leaders in Pike, Scioto, Ross and Jackson counties to invest corporate resources and philanthropic efforts to support high-impact projects that benefit the area. We are looking forward to working together to bring the Portsmouth site to an end state that meets the needs of this great community, the State of Ohio and the nation.

Environmental Policy

It is the policy of Fluor-BWXT Portsmouth LLC (FBP) to conduct the Portsmouth Decommissioning & Decontamination and Environmental Remediation project in a safe, compliant and cost effective manner that protects human health and the environment.
